Is the government able to detect the use of a VPN? If so, how do they ban Telegram and not VPN services? Seems rather weird to me.
The gov’t enlists ISPs to look for data headed to known Telegram servers. Unlike Telegram’s servers, VPN servers are not so obvious, and the VPN provider can change their IP addresses at will if they do get blocked. A government could block VPN servers (like China frequently does), but it’s a lot more work.
